IRS CP508C Notice: Check Tax Certification And Passport Status

The Short Answer
CP508C means the IRS has certified seriously delinquent federal tax debt to the State Department. It is not itself a passport-revocation letter. Check the certified tax periods, the basis for certification and any separate State Department correspondence. Keep payment or agreement evidence, IRS reversal and actual passport status as three distinct checks.

Does CP508C Mean My Passport Was Revoked?

The IRS CP508C explanation describes a certification sent to the State Department. The State Department handles passport issuance, denial, limitation and revocation. Check its actual correspondence before stating that a particular passport has been revoked or that a pending application has been approved.

Use a separate folder or tab for each agency. A tax-account update can matter to the passport process without being a passport decision. The State Department's unpaid-tax guidance explains its role and the need to resolve the tax issue with the IRS.

What Is The Seriously Delinquent Tax-Debt Threshold?

The current IRS passport guidance lists more than $66,000 for 2026, including assessed penalties and interest. The threshold changes with inflation. Amount alone is not the complete test: the guidance also describes a filed federal tax lien with relevant administrative remedies exhausted or lapsed, or an issued levy, and applicable exclusions.

Do not use an old sample's dollar threshold for a current case. The official sample CP508C PDF is dated 2019 and shows that year's figures. Its layout is useful for locating tax periods and billing details; its historical amounts are not current eligibility rules.

What Should I Check On The Notice And Account?

Prepare one private row per certified tax period. The sample notice explains that certified debt may not include every tax debt on an account. Keep the notice total separate from any broader balance and from a payoff amount quoted for another date.

Keep dates beside each entry. Mark a missing acknowledgment as missing, not approved. Retain full identifying documents privately and use verified agency channels for submissions.

Does Paying Below The Threshold Automatically Reverse Certification?

No. The IRS expressly says it will not reverse an existing certification merely because partial payments reduce the debt below the threshold. Do not confuse the initial certification threshold with the requirements for reversing a certification already made.

Illustrative Example. A certified balance of $70,000 minus a $5,000 payment leaves $65,000 before any other account changes. That arithmetic does not prove decertification. Save the payment record and separately verify the IRS certification status. These figures do not represent a real case or a recommended payment amount.

Likewise, a refund expected on an unprocessed return is not a posted payment. Our guide to checking an applied refund helps distinguish a credit transaction from the remaining balance. Use actual account evidence rather than projected funds.

Which Circumstances May Change The Certification?

The IRS describes reversal when the certified debt is fully satisfied or legally unenforceable, no longer seriously delinquent, or the certification was erroneous. Its guidance lists circumstances such as timely payments under an approved installment agreement, an accepted offer in compromise and certain hardship or other exceptions. A person's statement that they qualify is not the same as an IRS determination.

Use the current official list to discuss the precise circumstance that applies; it is not a universal checklist guaranteeing reversal. Keep a request, its receipt, the agency's determination and continued compliance separately recorded. If an agreement has defaulted, the checklist for verifying agreement status covers that different notice.

What If I Have An Open Passport Application Or Imminent Travel?

The IRS describes a 90-day application hold measured from the State Department's letter. Do not calculate it from the CP508C mailing date unless your actual instructions say so. For international travel within 45 days and an open passport application or renewal, contact the IRS promptly about the documented expedited-reversal process. A request does not guarantee travel clearance or a passport by a particular date.

Prepare the actual State Department letter, application status and travel evidence. Keep a contact log with the date, documents requested, official submission route and next confirmed update. Do not purchase or change travel solely because a tax payment or consultation occurred.

What If The Certification Or Amount Is Wrong?

Use the contact instructions on CP508C and bring supporting records. If already paid, identify the payment date, amount and intended tax period so a posting issue can be distinguished from a disagreement about the debt itself. The IRS sample directs proof of payment to the IRS, not the Tax Court address.

The IRS also describes judicial review in the U.S. Tax Court or a U.S. district court of an erroneous certification or a required reversal not made. This is a specific legal procedure, not a general promise that the underlying tax can be re-litigated or money damages awarded. Consult an appropriately licensed attorney about court procedure and your circumstances.

Frequently Asked Questions

Is CP508C A Passport-Revocation Letter?

It is an IRS certification notice. The State Department makes passport decisions and sends separate correspondence. Verify the actual passport status.

Will A Partial Payment Below $66,000 Reverse Certification?

Not automatically. The 2026 threshold is not a reversal rule. IRS guidance says lowering an already-certified debt below the threshold through partial payments does not itself reverse certification.

What Is CP508R?

CP508R is the notice the IRS sends when it reverses a certification. Keep that IRS record separate from confirmation of the State Department passport status.

Can CuraDebt Guarantee A Passport Before My Trip?

No. CuraDebt does not issue passports or guarantee certification reversal, travel eligibility or agency processing time. Follow the official instructions and obtain appropriate professional help.
