IRS CP523 Notice: Check The Default, Dates And Reinstatement Status

The Short Answer
CP523 says the IRS intends to terminate a defaulted installment agreement and may levy assets. Identify the stated default reason, notice date and termination instructions. A corrective payment and confirmed reinstatement are different checks; contact the IRS even if you believe you fixed the problem.

What Does CP523 Mean For Your Payment Plan?

The IRS CP523 instructions describe an intent to terminate an installment agreement after default. They tell readers to contact the IRS promptly, no later than 30 days from the notice date, and address payment before the termination date. Read the full notice rather than start counting from the day you opened it.

This guide concerns a federal IRS agreement. A state tax payment plan follows that agency's rules. A notice of intended action is not an account-specific finding that a levy has already occurred.

Use A Six-Item Default Record Check

This original checklist organizes the facts for an IRS contact or professional review. It does not decide whether a default is valid or which legal response you should choose.

  1. Notice: Record its date, tax periods, stated default reason and printed dates.
  2. Agreement: Locate the accepted plan, required amount, due date and payment method.
  3. Payments: Match each scheduled installment to its confirmation and account record.
  4. Other requirements: Check the return or new-balance issue identified, if any, rather than assume a missed installment is the only possible cause.
  5. Correction: Describe what you did, when, and what record supports it.
  6. Status: Keep the reinstatement requested date separate from the confirmed agreement status and next required payment.
Illustrative Payment Check
Suppose you sent a $250 catch-up payment and have its receipt. The receipt records the payment; it does not by itself confirm the plan was reinstated. Keep the receipt, compare the account record and ask the IRS to confirm the agreement status and next required step. This example assumes no result for your account.

The IRS CP523 page says to call even after corrective action so the agency can confirm its record. Keep the date, amount and intended period available. If the notice's default reason concerns something else, a payment receipt may not answer that issue.

Current payment-plan instructions describe viewing and revising an agreement online, including reinstatement after default. If you cannot make changes online after a default notice, follow the letter and contact the IRS. A reinstatement fee may apply; do not assume an online option or an attempted payment guarantees acceptance.

If you also have CP508C correspondence, track agreement status, IRS reversal and passport status separately. A corrective payment or reinstatement request is not itself proof that certification was reversed.

Are A Contact Window And An Appeal The Same Task?

No. Publication 1660 describes Collection Appeals Program rights for proposed termination or termination of an installment agreement. It explains a 30-day appeal period from the intent-to-terminate notice and a separate period after termination, with limits on repeating an appeal. Read the actual notice and obtain case-specific help promptly; a later opportunity is not a reason to postpone the current response.

CAP does not provide the same Tax Court review route as a timely Collection Due Process determination. Do not automatically use Form 12153 or another notice's filing instructions. Our guide to a different hearing notice explains why those procedures need separate review.

The IRS manual on defaulted agreements describes employee procedures and exceptions. Neither a phone call nor this page establishes that all collection action is suspended in your case.

What If The Existing Payment Is No Longer Affordable?

Record current income, necessary expenses and what changed. Tax Topic 202 explains possible payment alternatives and temporary collection delay subject to agency review. Do not replace an approved payment with a self-selected amount and assume the agreement changed.

If the IRS asks for Form 433-F as part of its review, prepare the financial records actually requested and keep actual expenses separate from IRS allowances. A prepared statement does not reinstate or revise your agreement.

For separate balance correspondence, use the payment-application checklist. If requested financial documents arrive on Form 9297, the requested-item organizer addresses that additional task.

Review Help Without A Guaranteed Outcome

You may contact the IRS directly or engage an appropriately authorized tax professional. Check scope and fees. The FTC's consumer guidance cautions against promised tax reductions or claimed qualification before agency review. A free CuraDebt evaluation is separate from correcting a default, filing an appeal or obtaining reinstatement. It does not represent you or extend a deadline.

Frequently Asked Questions

Does Paying The Past-Due Amount Confirm Reinstatement?

Not by itself. Keep proof of payment and confirm the agreement status and next required step with the IRS, even if you already took corrective action.

Should I Count From The Day I Opened CP523?

Use the notice date and printed instructions. The IRS directs prompt contact, no later than 30 days from the notice date; other relevant dates require their own review.

Can Every Defaulted Agreement Be Reinstated Online?

Do not assume that. The IRS describes online revision routes, but a default or urgent notice may require contact using the letter instructions.

Is A CuraDebt Evaluation An Appeal Or IRS Representation?

No. It is a free, no-obligation options review. It does not file an appeal, represent you, confirm reinstatement or extend an IRS deadline.
